AFAIK Witch wasn't ever released on Vita. And yes, the PS3 has a console-crashing (and possibly damagin) bug, so I heard. So I don't recommend getting it unless it's the PS4 version.
It has a simple Diablo-lite gamepay & loot system, with a time limit and it's more about making a good combo chain with the arrangement of your weapons rather than being skillful in battle (So, it's more about the "deck"-building itself)
Characters are as good if not better than Disgaea (If that's your thing) and I guess they are the biggest hook to get this game.
If you only care about the gameplay I wouldn't recommend it. It's pretty cheap nowadays though.

Even MHX runs at 30fps on new3DS, when the previous one (MH4U) was optimized to run on higher framerates on new3DS compared to the old model. But they no longer care to waste time on it since the new3DS userbase is so much smaller than 3DS's.

Yeah, the only way for them to phase out the PS4 is if they drop the price of the PS4 Neo to less than $200 and discontinue the original PS4 and make force all developers to develop on the Neo as a baseline from now on. That would at least be a few years away.

Well for all the performance talk out there used as an excuse to declare a multiplat as a "PC game", the PS4 versions do run at 1080p60fps, while the PS3 versions run at 720p/30fps. Some games on the Vita, like GundamBreaker3 are nearly unplayable with massive extended framerate drops, I wouldn't be surprised if OdinSphere has long loading times and slowdowns on the vita either.
But sure, if you already own both a PS3 and Vita, there is no reason outside of better performance and IQ to get a PS4 for those 4 games. But I wasn't even talking about that so I'm not sure why you bring that argument in the first place.
