Game released 3 years ago. Usually hype for a game dies over time and you don't get a ton of extra sales porting it to a new system. There's a couple exceptions to this rule but it's not common.
This hits niche games even harder. Senran games have a decent fanbase but you look at sales numbers and the games at best sell a few hundred thousand.

It's not reasonable to expect ports at all. They're random as shit, inconsistent within the same series, and can be traced back to one source: the vita. These are mostly vita ports, west only. Does this really warrant an explanation? The overwhelming majority of my ps4 and vita games are not on pc and never will be. Pcs are for exclusives and great hardware, not cheap vita ports.
I'm not even complaining about the ports. I'm complaining about begging. It doesn't annoy me that games are ported. No, it's my whole point. It sells itself almost entirely on its lewdness but it's extremely TV-14 for a game using lewdness as it's chief selling point.
Sprinkling a little mild lewdness onto a game that would be good without it is just fine; making a game centered around pornographic elements is also fine.

They can achieve this because there's less risk, less complexity and less cost when distributing digitally as opposed to physically. Meanwhile, 0% of the money made from a second-hand sale goes to the devs. Artificial scarcity is anti-consumer and second-hand sales will hurt the devs. There is literally no upside to allowing second-hand sales on a digital marketplace.
