His normal kit is pretty darn nice. Sprint, explosive grenade, an AOE heal that you can also use as a health buff and LMB can put out lots of sustained damage. The ultimate is just the icing on the cake and can kill many squishies extremely quickly at any range. Coupled with Mercy's damage boost and proper usage of the grenade on targets with larger health pool, you can elliminate the entire team very quickly.

it's pretty useful in really scrappy fights, like if you have a friendly genji ulting in and they're all trying to avoid/shoot him then you can do work with it

Even if you can aim just as well, the Ult is still better because it eliminates recoil and speeds up reloads.

It's not, but it requires a little more setup than a deadeye because you're loud as fuck, shooting wildly, and jumping around like a retard. Flank them from somewhere high up, shoot a full clip, ult (it reloads your gun automagically), prioritize healers/low people, and wipe the team.

Part of S76's ult is knowing when and where to use it. It's fucking great when you use it as part of a flank in a payload mode. Taken out many a team this way.
Most of the times you're better off going for headshots yourself.
With that said, it's a pretty decent long range snipe everyone off the point move. Also a pretty great Tracer killer.

Tracer and Lucio killer is the main use, it's nice to get Lucio out of the way early in a fight so he can't BREAK IT DOWN.
Then once one or both of those two are done with you can use it to pick off snipers while strafing wildly and anyone who might be annoying in the middle of a fight like Mei or Junkrat.
