Colonize at the same rate your neighbors do, keep your naval capacity full (Overcharge it sometimes to go to war with and vassalize your neighbors.), build houses within the dotten lines on your planets, etc etc.

It's pretty fucking easy, the deciding factor for how well you do is mostly just how efficiently you can play it and how lucky you get with anomalies/resources.
