GoW seems like the obvious choice.
GTA and Saints Row for the simple fact that with no motive or reward for doing so, anyone that's played em has killed scores of civilians.
Also Hotline Miami, in a way. Got plenty of brutality out of each of those pixels, and I don't know any other game where you get to kill someone with a pot of boiling water.

first person GTA V is brutal because you can stab a woman walking down the street or shoot down civilians with an AK. But it's the context that makes it feel more violent. Gears of War is probably the goriest game I've played. That or bloody mess Fallouts.
