Do you understand what new cards are? Its not optimized for the new 480 dual gpu setup. There's still drivers to be written on AMD's side and there's work to be done on the game side.

So I got this new monitor because my old one shit the bed, it's a 4k and in a later patch it got freesync supoort added in for free.
Should I go AMD, get a shittier card the RX480 but save some money and get freesync. I'm not really sure buying two is worth it since multicard performance is usually all over the fucking place, some gets do multicard really well while others have a huge disadvantage if they even support it at all.
or should I get a GTX1080, blow some extra cash for better performance and deal with vsync and let my monitor's freesync update go to waste?
I'm primarily looking at playing Witcher 3, hopefully in 4k but I might settle for 1080. Witcher 3 I know has some Nvidia exclusive features but I'm not sure if that's worth giving up freesync for.
Historically I've been going back and forth between AMD and Nvidia and my current card is a HD5870 so it would be Nvidia's turn but I am kinda tempted to break my pattern for freesync but I dunno, what do you guys think?

If you were to build a PC literally right now, disregarding release dates of other CPUs or GPUs, I would say go on pcpartpicker and filter CPUs to i5s, RAM to 8GB or 16GB DDR3 or DDR4 depending on the i5 you get (4460 is the cheapest for DDR3 and it's still really good).
For graphics cards, 1080p get a 960 (or you could wait for the RX 480 for that). For 1440p, get a 970 or 980Ti or wait for 1070. For 4K, get a 1080.
Get a decent power supply, like an EVGA one or something (if you get a single card you'll only need a 500W PSU with 80+ efficiency).
Pick whatever case looks good to you, with any thing that fits your needs.
Obviously should have a keyboard and a mouse, doesn't really matter what you get.
Pretty much everything else is up to personal preference.

TN and IPS is a matrix type and theey have nothing to do with competitive gaming.
Higher refresh rate does.
Difference between TN and IPS is usually visual and color quality. IPS has better colors, no gamma shift and betetr viewing angles. It is usually that type of matrix that is used in pro-display for photo-editing.
However, it is also usually slower than cheap TN+FILM. That's why first models of gaming display were TN+FILM based.
However, nowadays you can find 144HZ IPS based solution (althro "true" 180hz and 244HZ are still TN+FILM only. Yet).
if you aren't competitive gamer you can save on refresh rate and buy a decent 60HZ IPS model.
I personally use Dell P2414 and happy, since it can be overcloked to 80HZ, has good IPs matrix and decent response time.
But I bought it in early 2015. Right now there could be better candidate.

If you can't get 60 fps, you shouldn't be spending obscene amounts of money on a monitor. Money is better spent on a better GPU, or even better, a 144hz monitor and a GPU can that push it.
However, when they become the standard on monitors and the price drops, it'll just be a nice thing to have to potentially extend the life of your hardware if you're fine with low frame rates.
