Why are the first 3 AA games and the 5th AA game on 3DS, but not the 4th?

The first three form a trilogy and the fifth and six were made on 3DS to begin with. The fourth is in this weird limbo where it can't really be packaged with other stuff like the first three games which is probably enough reason to keep Crapcom from porting it on its own. Though I guess it could be packaged with the two Investigations games, but we wouldn't get such a release over here anyway due to AAI2.

AAI2 didn't get an official overseas release, you have to use a (pretty well made) fan-patch on the Japanese rom and emulate that. You can look up the specific details online.
