I used to play an old top-down, perhaps isometric, run 'n' gun war game on my old Win95 computer. When you shot the enemies they exploded into cartoonish pools of blood on the grass, looking almost like swatted flies. There were also large yellow or red explosives scattered throughout the levels. At the end of what I believe was the end of the free version you encountered this big guy with a flamethrower, and when you killed him, his head popped.
Something in the back of my mind tells me it was called "Nuke Hazard", but google-searching it comes up with nothing. Sound familiar to anyone?

You start game on a boat heading somewhere and there are different people you go with. The story repeats itself like it's stuck in a loop and it's an RPG. On ps2 (or ps1) and I don't remember too much else except there being a spider level.
