What the heck does that mean? Mario Maker has always added new content for free, especially considering most of it is derivative of existing content.
The "Fire Pack" is just adding Fire Flowers to existing things and a sandy ground tile, and the "Water Pack" would change existing levels if elements like Bill Blasters suddenly changed underwater. One is "free update" material, and the other is game breaking.
