It's basically U4's "boss-fight" minigame. You use it when you fight that guy in the prison yard at the beginning, the two times you fight Nadine, and finally when you fight Rafe.
IMO It's nice not to have to use the same roll + run & gun mechanics you've been using all game against armies of goons for the final boss. The Lazarevic fight has more depth, but I had more fun with the Rafe fight
