This is because Capcom is incompetent and has poor communication skills. And more likely they are trying to prepare the cinematic story mode which is eating their resources.

Launching SFV early was stupid (because they vastly overestimated the appeal of their game to casuals)
The continual fuck-ups have to be sheer incompetence. There's no other reason to be so poorly communicating what/when DLC is coming out, or being so far behind on everything. They don't even have the cash shop up. It's not like I want to give them my money, but I'd expect that Capcom wants my money, so the fact that they haven't got that part working just shows how terrible development must be going.

There has always been a time period that characters have to be out for before being considered legal at evo for use.
Major tournaments have been happening during the Capcom Pro Tour every week and Alex and Guile didn't disrupt things or upset tourney fags.
