The Shu-Han were the legal successors of the dynasty but their dynasty had also been crumbling and corrupt for a log ass time. Liu Bei was related to them but he certainly wasn't the next guy in line or anything.
After all the insurrection started Liu Bei and his band were basically viewed as outlaws but later generations decided they were actually the good guys, including the guy who wrote Romance of the Three Kingdoms upon which the Koei games are based.
So now when they show Liu Bei marching into the western mountains and subjugating his own clansmen, he's shown as doing it regretfully instead of being arguably just as ruthless and ambitious as Cao Cao.

Manga started out pretty good but then the author realized he'd rather add 10x more betrayal and shifting alliances than what the novel had, stretching the plot to maybe last hundreads of manga volumes if the publisher allows it.

Would a Mongol themed Musou game work? I mean I know they did a lot of their fighting from horseback and with bows, but it's not like these games are known for realistic depictions of combat anyway.
