It'll be in the settings of any decent VOIP program. Even if it's not in the program itself because you're using some awful one, you can just put the volume lower in Windows. Assuming Windows Se7en, right click the volume thingy in the taskbar, input units, right click whichever one you're using and change the volume level in the properties.

Accents get solidified around the age of 15, as far as I know. Still, practicing speech is the best.
Me an my friend both hang around the internet, both watch TV and movies, and we both know English well. The difference between us is that I practiced my speech on Skype calls with Americans and such.
Whenever my friend and I were on a Skype call, and we'd read an article or something in English, I'd be the one who read the article out loud, because he read every other word wrong.
Speech takes some next-level brain effort, and you gotta train it. Practice makes perfect. You don't need to worry about the accent most of the time, just practice taking thoughts, translating them and saying them out loud on the fly. The more your mouth gets used to the speech patterns of the foreign language, the words will flow out more easily.
