There are techniques to get around that cheaply.
For example running the game logic on a separate thread while running graphics at as fast the card can spit and using Dead reckoning to smooth out stuff.
It's not even some obscure technique as pretty much all online multiplayer games use it to hide the 20 packets per second they actually send.

Games nowadays use the so called HDR frame buffer that is well indeed more realistic, as it treats the colors on a floating point range instead of 0-255, and then the game dynamically picks a range inside the range to convert to 0-255.
But then devs just can't stop themselfes but sticking blur on the things that "goes over 255", because you MUST be aware that is SUPERBRIGHT!!!

Motion blur is like make up.
When you barely notice it is good, but when you use too much of it, it becames hell.

Also motion blur on camera movement is a bit of a hard topic because in real life, your eyes do EVERYTHING to avoid motion blur, by generally focusing on a fixed 3D point like an object instead of just getting fixed on a angle, so just assuming its like a camera only make it awful.

Okay, need a practical example to explain this bullshit.
When rendering to HDR, there's basically no limits on how low or high you can go in terms of number.
You can have this bright spot that have a color value of 500 or a black spot that have the value of -20000

But when you actually have to render the picture, you have to pick a range to translate the wacky information into 0 to 255 ranges the card can actually deal with, for example setting 0 to -100 and 255 to 100.
But on this example, the color -20000 will be much blacker than the 0 and 500 will be much whiter than 255 in this range, and you can just well clamp down and will look fine.
Or you can be an asshole developer, and program that "everything that goes over the upper range gets rendered into a low resolution buffer that is stretched and smeared over the screen just to show that its over the range with BLOOOM!".

Just clipping values never looks fine and the solution to that issue used to be to just desaturate the entire image. Your solution is a non-solution, it's going back to way things used to be done and the results were noticeably worse.

MSAA blur edges, but don't touch details not made out of polygons, like fences or grass.

SSAA does the real deal, by rendering the scene on a much higher resolution before scaling down and averaging, and looks like cinema quality AA, but brutally trounces your videocard.

FXAA gets the picture already rendered by the videocard and "guesses" where the alising is and blurs it out, and while can look not absolutely terrible in some cases, it can't "invent" data it don't have which adds some awful shimmering on some spots, besides the excessive blur.

Divinity OS did difficulty scaling right with new encounters and changing to the existing ones like immunities to certain elements. They even tweaked the higher difficulties in the EE to counter popular cheesing strats.

It wasn't perfect, of course, with the beginning being much harder than the endgame, but it was a good effort that a few companies even bother with these days

Chromatic aberration sometimes does help with the image quality, but its something that must be used in a very, VERY subtle way, with less than two pixels on the corners pretty much.
If you can spot it right away, its too much.

But subtle is a word unknown by the game industry in general.
