I think it was Ultimate Spiderman. It had free-roam and you got to play as Venom, too.
I feel like Spiderman video games are probably the best on average for superhero games.

Play Spiderman 2 and Ultimate on the same system if possible, since they control pretty much the same. I played both on PS2 but if I had to choose between GC and Xbox I'd probably go Xbox since the GC controller was weird for multiplats.
