She's significantly better when the team is slightly spread out since her flying ability has almost no cooldown
Honestly instead of the damage boost she'd probably be better suited with Symmetra's primary beam weapon. Not sure what substitute to give Symmetra though.
Give both her and Zenyatta something that allows them to better manage the health of multiple allies at once, and then possibly nerf the rate of her ult buildup just slightly to compensate.
