Being a reskin of Megaman is the biggest waste possible. Assuming the people who do that care about canon, that would require her to have some plotline where she was retrofitted for combat instead of Rock. As it stands, she's still a housekeeping robot without an origin story of heroic power, and I wouldn't have it any other way.
Honestly, fighting with cleaning implements is so much more charming. It works with her actual characterization, and would give players a completely different gameplay alternative. Besides, Duo was practically melee in Power Fighters, so obviously they could have considered it.

But all that is just the future dripping in. Every contemporary example shows that giving her an armcanon how they thought of weaponizing Roll up until Powered Up; from her few staring roles in obscure games to her moveset in Marvel Vs Capcom, to even her vacuum-arm in the Ruby-Spears show.
And really it can't be said it fits Roll's characterization, since at the time Roll's only speaking role was in 7 exposition on weapons and Wily escaping. All it does is fit the premise introduced in 3 with her as a housekeeper. But that line about her not being retrofitted? You have to admit without any tinkering to make her a battlebot it takes a really big leap to suggest she happens to have a broom that's capable of smashing robots.
And yes in hindsight Duo turned out to be a big waste since the classic series petered out in the next three years and even at the end they tried to make a new and different melee robot. But he was introduced having that one really big fist to hammer home the concept of being a punching robot.

Besides, I'm not even saying it has to be the broom. Whacking enemies with any manner of cleaning elements is fine. Just so long as she plays differently. And a melee range seems like a pretty good fit for someone whose primary duties is cleaning.

Light assures megaman (creepily enough with a fucking smile on his face) that he has no free will. But protoman has full free will and is actually light's most groundbreaking success in the field despiter only being a prototype.
Light made megaman just nice enough and just dumb enough not to go crazy.
Another great scene was when they discovered wily had escaped and find auto dissembled in a closet. Roll tries to console him since being taken apart must have been awful, he just assures her that unlike her and her brother he feels nothing due to being an older model.

Well it's not the nuclear generator itself that's faulty, it's his energy system that is.
when he ran away from light, he was faulty. he ran away, because he feared that Light fixing him would somehow get rid of his free will or whatever made him unique. He collapsed and Wily found him, saw his power system was faulty, and decided atomic power was the way to go, and replaced the usual solar generator with a Nuclear one.
but it turns out that didnt fix anything because he's still faulty. Only now he's faulty with a fucking atom bomb in his chest.
he mentions to Yellow Devil in Powered Up, that a right hit in the wrong spot and both of them would be vaporized.
Its why he carries a shield, and his usual tactic is run and gun, like in 3, where he jumps around and doesnt stay for long.
he can also do stuff like in MM&B, where he drains all his juice to make a shot powerful enough to break king's shield
