The problem is that people usually equate games with real life. So they usually go 'why don't Batman kill the Joker? He will just come back anyway.'
In real life prisons aren't easy to be escaped. And in videogames death is not finality. The point is that the villain will come back if destiny (which is the writers) decide they want them back. And even if they somehow stay dead in the sequel, the second problem is that this doesn't stop anyone from taking his fallen mantle.
So yes, he is coming back. And if he doesn't then someone else will. No reason to lower yourself for a finality that doesn't exist.

the speech checks are a bit more than "you don't have to do this"
in fact if you say things like that to ulysses, he'll basically just say "yes i do." and even if you win the speech checks, you can still screw up the dialog by saying the wrong things and he'll fight you.
in order to overcome ulysses with words, you have to convince him that you have the power to change whatever flag you fly under (idk what happens with independent) for the better like you did with the divide (before blowing it up). otherwise, he remains convinced that the remnants of the old world need to die so that new civilizations can come into being without being tainted by old world beliefs.
with lanius, you basically have to convince him that the mojave isn't worth it. it wasn't his plan to come out there to begin with, he's just blindly loyal to caesar and caesar was obsessed with the dam and the ncr.
with oliver as legion, you just have to convince him that he's fucked and his best option is to get what men out that he can.
with oliver as house, you either make it apparent he's fucked or strike a deal with him.
with oliver as independent, i don't remember because i rarely do independent. probably similar to house.
all of these speech/barter checks make sense as they're things that could reasonably convince the character to turn away.
ulysses can be turned from his path if he can be convinced that destroying the old world isn't the only way to create a new one, lanius and oliver can be convinced simply by pointing out what will happen if they continue their current course (or with oliver/house, incentivizing him).
and neither oliver nor lanius came up with the idea to take over the mojave in the first place. the ncr council and probably kimball decided they wanted hoover dam for obvious reasons and caesar wanted it because the ncr was a force that could challenge him. both oliver and lanius were just soldiers carrying out orders, it makes sense to speech them.

You actually have to convince Lanius that the NCR's weakness is how thin they are spread across all directions, and that to conquer the East they have to abandon the West (or was it reversed?) in order to deal with all the NCR troops. Or you have to convince him to not attack now but to attack later.
I barely could reach Oliver's ending because the NCR's quest line is completely bugged. I only reached it once, but I dunno what you can say
With Oliver as House, you need to convince him to get the fuck out of the Mojave because the securitrons can make quick work of anything.
With Oliver as independent, you do the same as with House, but you now also have the option to throw him into the Dam (and probably make the Burned Man equivalent of the NCR).
All I did right now is to try to correct on what you can say in the speech endings.
