If your goal is to get your dream game out as soon as possible, then yes hiring someone else to do it would be the best idea. If you want to make it yourself, then you take the time to learn how to do it. The 2 billion would essentially be support, meaning that I don't have to waste time going to a job when I could stay at home and learn/make my masterstroke.
