Nah they're funding it, but Kojima Productions is still the developers. It's unlikely they'll get too involved since Sony Entertainment doesn't really have any higher ups that know shit about game development.

He's done it twice already, I wouldn't be surprised if he did it again.
Half the development time of MGS4, for example, was developing an engine specifically for use on PS3 hardware, and a good 3/4 of the time with MGSV as we all know was spent on Fox Engine
