And Reaper can actually counter Mcree it is a skill matchup. And by skill it all depends on if Reaper manages to avoid the flash bang or not with wraith form.

Mei can just use ice bullcrap and back up while attack or be aggressive. The icethrower actually outranges reapers effective range.
And running away isn't a counter ro reaper, a counter is a character that can reliably take out specified character repeatedly.
I have been playing Reaper a lot and pretty much the biggest counters would be Mei as no.1 and Mcree and Roadhog but the other two aren't really counters it all depends on if they miss with their stun ability. Which Reaper can reliably dodge with wraith form if you are fast enough.
