Both are kinda shit, sure. But seirously, Fallout 4 is even worse than fucking Skyrim. It's incredible.
Skyrim at least had some atmosphere with all those mountains tricking the player into believing the world is interesting and huge, also much better ambient music, cool looking amrors and more creatures.

Fallout 4 is a compromise between an action RPG, a world builder, and an FPS that satisfies none of these particularly well.
Compared to its predecessors, it lacks in all departments except perhaps combat, as the combat system is surprisingly polished.
With this considered and modding considered, the essential problems come down to a limited amount of content in the base game to work around as missions and dialogue are extremely baseline. The game world itself is laughably shallow and inconsistent as well.
