Eh, some elements can be hit-and-miss when compared to the originals, but I'm ultimately glad that I played it.
The visuals are updated, but the scale of it's not quite as impressive, considering that Dreamfall had the feeling of journeying all over the world, while the majority of Chapters has been in two main city environments. I still quite like Zoe as a protagonist, even if there are one or two side-characters that grate a bit.
I suppose I'm saving full opinions for when the last episode's finally released. Been about ten years since Dreamfall's cliffhanger. Closure would be nice one way or another.

Depends on what you're into. Rule of Rose is one of those games that's lovely and creative in regards to atmosphere, symbolic visual design, and story. But it's straight up terrible in terms of combat and obligatory boss battles.
It's hard to find a physical copy anymore for less than $150, but if you can find some way to play it, I'd say go for it.
