Why do people pick Mercy over Lucio, /v/? It's obvious that Lucio is by far the better support. Seeing a Mercy put out more than 8-9k healing is very rare, whereas Lucios can typically put out 12k or more regularly.
Not to mention you don't have to baby sit a Lucio, he can speedboost his entire team to points, and he has amazing survivability. The only excuse you have to every pick Mercy is if the team already has a Lucio.

Mercy is good if you need focused healing on one person, mostly a tank. You can build up your ult quickly if your tank is smart enough to let himself eat bits of damage regularly so you have something to heal. A lot of lucio's healing is going to come from squishies that don't know where the health packs are. I do end up playing him a lot more than Mercy though.

Lucio is fun as fuck, my favorite character by far. His voice and music get you pumped up, riding on walls is cool, and he can dish out pretty good damage, even as suppressing fire. Also he's distracting as hell for your enemies.
The healing is pretty good, but the speed boost is insane.
Playing him with friends and choosing when to switch passives and to activate your boost feels rewarding.
Mercy feels more like a babysitter - I mained medic in TF2 and thought I would love her, but I found her gameplay dull.
Can I change Lucio's music to my own somehow? I know he just has two songs, but I'm pretty sure they are both only 10s long at most.

A lot of Lucio's healing is dependent on your team to not be retarded. If they get themselves killed they won't stay alive long enough to be healed. This is why Mercy is useful for burst spot heals.
In general, stick with who you think will be on the objective the most. The AoE range gives you flexibility to stay mobile, but don't venture out so far that you're not healing them. If there's a Reinhardt on your team, stay with him the entire game.

Depends on your team and who you are playing against. If your team is just killing themselves then there is nothing to heal, if they are actually really good or the other team is shit then there is nothing to heal.

I did not at that time, but I just decided to test it out.
I did two solo matches on Gibraltar. Once as Lucio, one as Mercy. On Lucio I kept myself in health mode until I touched the payload, then switched into speed and amped every single time it was off cooldown while riding on top of it. As Mercy I just jump on top and rode it there. Both times it took 3:18 for the match to go all the way through. So Lucio does NOT speed up the payload, unless there's some additional requirement involved like speeding up other people around the payload.
On a side note, by the end of the match Lucio was at about 50% ult having done nothing but ride a payload while Mercy was at 100%, so Mercy also confirmed to build up ult faster even without healing people.

Almost every Mercy I've seen is terrible. Usually I don't even know where they are. I play Mercy a lot and on average you get about 7-9k depending on the length of the match and the team. 15+ is definitely not the standard. The damage boost is really helpful though, especially when boosting Pharah or Bastion, a lot of times I get badges for just kill participation.
Lucio has the best quotes in the game.

A better question is why is the game so unbalanced in terms of classes that it forces you to pick a specific support, attack, tank, or defender role over others? I get that a lot of the shit is situational but what I see over and over again is certain characters being overall ineffective as the class they are.
I havent even played the game but have been growing interest in it so I've been frequenting the threads and I see this complaint all the time. I mentioned to my buddy who picked up the game that I know he likes healer classes in these games and was betting he loved playing as Mercy. He told me if he heals he has to go Lucio because of the way others play.

Lucio is a better pick than Mercy if you have a decent to good team.
Mercy is probably better with a shit team because they're not going to stay alive long enough with just the aura. Worst case you can use resurrect to just keep throwing bodies at the enemy team and pray they kill something.

It's the opposite actually, a bad team won't be able to put the damage boost to use since they suck so bad, and you're going to die constantly getting targeted because you're the mercy and your sucky team won't protect you. Lucio is much better for shitter teams since you can do some dmg of your own and look after yourself using speed, not to mention healing multiple people at once.

I like Lucio, but I feel like I get more work done as Mercy, I also have a pharah friend I pocket and I feel pocketing someone as Mercy is preferential because her damage boost is incredible if used properly. You should always try to keep your teammates alive, but a pharah + Mercy combo is very potent. When I'm lucio it feels like I just don't have the healing for big damage unless I have his ult. I think to really make the most out of Mercy you need to be aggressive with your damage boost.

Mercy's healing is much quicker as opposed to Lucio's slow but steady AoE ability. Mercy also has a damage boost which is better in more situations fhan Speed
