The ideal solution would be to have Fusion Cores function like Settlement generators.

They have a fix energy value they make, and have to feed the power armor systems with that value. The more mods your PA uses, the more energy it requires, the faster your Fusion Core dies.

They could even have different Fusion Cores, civilian ones you find on generators could have low caps, Military grade ones could have higher caps.

The Institute is a retarded mess of retarded genius scientists. But the BoS nuking everything, not even trying to salvage it by killing all the scientists or some shit, is just retarded. The technology there is so advanced it doesn't even fit the Fallout universe. The BoS would have put major effort into salvaging it.
