Outside of super low MMR games he is completely and utterly useless, all you have to do to counter him is fire in his general direction. It's so easy to kill him that even a mercy or lucio can just peek and fire at him racking up easy damage.
He can get 1-3 easy kills to start a round out of sheer surprise but once the enemy team knows he exists it's a trivial matter to deal with him. He only works against low tier players because they are afraid of him, they freak out at the idea of being shot at and can't muster the courage to just shoot back.

The only reason Soldier 76 isn't the very best character in the game is because he doesn't have a crazy gimmick. He just does every role in the game as well as possible before crazy ultimate level shit.
Torbjorn too. It's like having 2 characters in one. His gun is so strong that you can just fire down a hallway and get free kills like Hanzo, the shotgun blast makes it almost impossible to run from him, armor is almost as good as self healing, and then off in the background you have mini-bastion picking off enemies trying to flank you.
Right under him Genji. He's never the star player, but he sure is a huge fag between wall climbing and the triple jump that makes him impossible to hit while he plinks away at your health missing half his shurikan. A direct hit is as strong as a direct hit from Phara's rocket btw. Plus the counter attack which is just iceing on the cake and can deflect tons of ultimates.

Torbjorn and bastion are two characters who are garbage in theory but ridiculously good in practice for the sole reason that pubs are fucking retarded. A ton of classes are equipped to take them down pretty easily, but you end up with pubs locking down those roles forcing you to either be a class NOT intended to blow those faggots up or screw your team comp trying to do their job for them.

People have to keep in mind that best doesn't always mean most dangerous in a firefight. Lucio is the best because he has a place on every team comp. He works fine as a lone healer or paired with another like mercy. He has amazing mobility, his gun is weak but really accurate and can scare off snipers and bastions as long as he can weave their shots (he can), his RMB can fling threats away and/or off cliffs, his speed boost lets even slow ass mcree and roadhog blast to the point AND it moves the payload faster, and to cap it off his ult is basically a shorthand way of saying he decided he wants the point now and is almost guaranteed to take it or keep it.
It's the same with McCree, because he's just so good at killing he renders tactics irrelevant and can shut down potential team wipes by pressing E and stopping an ult dead in its tracks.
