It's an issue with their writing. The whole lore deal with Khajiit is they're supposed to be free spirited, beautiful, fast creatures created by Azura specifically under Sithis' command to ensure the moons would always remain in the sky. Supposedly created from the same stock the Bosmer came from.
Their theme is meant to be that they're free spirited and wild to the point of being self destructive. But the games tend to not give a shit about them, and when they bother to use them at all, they're just shitty thieves. They're one of the main races, but probably the most abused in terms of ignoring their lore and place in the setting for convenience. Argonians at least tend to be treated well, when they're used at all outside of being slaves.

Well to be honest about the gates, the Kvatch guards kinda tried that but you find them all dead inside the deadlands, and one of them is even caught in a cage and you eventually never even manage to save him.
I doubt the others would risk closing the gates themselves when they desperately needed troops to protect different areas. I think they just didn't have enough manpower for it.
