Good strategy seems to be to hunker down and ocassionally hit E to force squishier enemies to retreat. Once their backs are turned you and your team can push the offensive.
It's also a pretty good way to deal with a Bastion. Shield, E, shield, E - they'll usually get spooked and exit turret mode.

it's also important to know when you can drop your shield to swing your hammer around
the nice thing about reinhardts that only use their shields is that it makes some squishies complacent, and they'll walk right up to you thinking you'll be a shield tard, only to take your mighty hammer straight to their jaws
