Why were the American designs of Sonic and Mega Man so awful?

I mean even ignoring outright laughable shit, like the infamous box art version of Mega Man, that design right there looks terrible.

Like it's trying to mix cute and intimidating, and it's just not working.

Also American Sonic had that weird mohawk thing going for him that was completely absent in the Japanese design.

What's even weirder is that I'm well aware that Sonic's finalized Japanese design was changed by Sega of America already.
