There is a chapel in rivet city and there is a place where you can go think about your personal idealogy in 4 (the guy is a priest) plus a church in concord.
If I remember right there was a ruined church in new vegas. Not sure about 1/2 etc but more than likely.

Realistically there'd be more. Freeside would actually house a few hundred if not thousands of people with families, not just squatters a medical outpost, a bar, a 3 shops, some abandoned buildings, and a gang hand out.
The Strip would be open and casinos would have more than two to three floors.
and so on and so on, but for obvious video game reasons you don't see that. Yes, there are people fucking and having children, more than one I suspect with homesteading being where it is in 4.

The NCR claims to have about 700,000 people in Fallout 2. There clearly aren't 1000 people in the capital of the NCR. Populations are fudged for gameplay purposes.
