I am currently level 23 and have around a 50% win rate. Out of 23 loot boxes, I have received 1 legendary thus far. Pic related. I have received duplicate sprays and voice lines 4 times. I am not spending cash on loot boxes. Anyone else experiencing a low drop rate on legendaries or it is just my bad luck?
1 legendary in 23 seems like an ok deal.
I don't know what the average/true rate is, but it seems reasonable if there is a legendary in every 25 boxes. So you're going to get 1 legendary while reaching the linear zone at 25, then another legendary every 25 out from there. 50, 75, 100. And you'll get on average 2 legendaries in one max store purchase, virtually guaranteed at least 1.
But maybe it's more like 1 in 10 and you're unlucky, oh well. It's not like your game is broken.

0 legendary skins, all I've gotten is shitty sprays and color swaps for the heroes I play the least.

Level 27, gotten Mechaqueen (which I adore) and this abomination.
I got just Lionheart and Im 31
probably nerfed droprate so goys buy boxes like they did in D3 to force the RMAH
i just got 2 legendaries in a row after not getting any for like 20 levels
Lvl 18 and no legendary drops for me. I'll probably buy some boxes while I do my weekly drunk gaming session tho.

Level 10 here and have Three legendaries.
However two of them are recolors of each other and the third is a Roadhog emote or something, which isn't terrible but I'd rather have skins.

Just hit lvl 17 and got my 2nd legendary skin.
Blackhardt and Young Hanzo.
I really wish for a Jester or Fool Junkrat skin though.
