Fairly easy, ST is literally the "easy to pick up difficult to master" game. No character is absurdly deep or complex and the game is extremely straight forward. I highly recommend it but be prepared to get whipped by people who've been playing the game for years.

If it's your first time playing, Ryu is actually an extremely good starter character. As cliche as it sounds, he really will teach you how to space and zone since zoning with fireballs is actually very dangerous in ST because of their chip damage. You can effectively trap people in corners, change your fireball speeds or delay them, and their either eat massive chip damage or eat an AA DP. Damage in ST is high and it applies to everything. Ryu also technically has the only "dash" in the game by forward+strong. But also don't forget you have pretty much two versions of each character in the game, some older version (like Old Sagat) are stronger than their "new" versions.

At 720p you can't do very long videos. Start off by looking at the webms others are posting and notice that most of them aren't even 720p.
At a bitrate of 1.5 Mb you're limited to approximately 20 seconds of footage. You can probably go for 1 Mb instead and get another 3 seconds or so (and it'll probably look alright for vids without a lot of motion), but I personally think anything below 1.5 Mb at 720p just looks like ass with too many artifacts.
At 1.5 Mb you get video that's fairly low on artifacts (for posting on 4chan anyway) even in high motion vids at 720p and comparable to the source for any resolution below that.
