It's the philosophy behind this that irritates me. They don't try to make a good game per se, they try to make as much money as possible. Seeing how they announce DLC even before the game is out it's obvoius they made this decision pretty early in development.
Don't get me wrong, of course the devs can pursue maximum profit if they want to, but they have to prepare for coming off as greedy, which isn't really that well looked upon in the playerbase.
Adding content is fine, of course, and expansion packs have existed for ages. However, those used to be just that - extra stuff the devs made in their post-production freetime.
A good example would be the Age of Mythology series. The base game was a solid experience, upon which the exp pack, well, expanded. Nowadays the "exp pack" would be the ability to play as the Norse.

The DLC is fucking gross but after playing the game chaos are kind of presented as a special force/ event outside of the other four races.
It's almost like they weren't going to be playable originally but it was added in later. Either way making it so chaos isn't playable is fucking stupid and making them week 1 buy DLC is almost worse than not having them.

They cant do that here since they cant create new units, its set in the 8th Ed universe and are hemmed by already formulated army lists by GW. DLC that serves the purpose that expansion packs once did are fine. Total War Rome had the Barbarian and Alexander. Total War Shogun had Rise and Fall of the Samurai.
