When any of the faction they add have more work than 20 factions of any previous game, its understandable that we don't get many factions that all require unique texture work, models, animations, buildings, mechanics, and basically so much more than before. They could just take a faction, change the color of their armor and be done because every faction was so similar in other games.
In this, Empire isn't just Empire. People under Empire/Human have alot of unique differences like Kislev or Bretonnia. Bretonnia is free DLC so whatever.
They could probably add 10 more Attila factions before they even get halfway through Ogre Kingdoms or Lizardmen.

Playing legendary as Empire is like pulling teeth. I've spent 150 turns playing whack-a-mole and making zero progress because I can't keep enough stacks up to defend my settlements.

I need some advice. I started as the dwarves, after the intro fights I'm free to do whatever and I see everything around me is owned by orcs and goblins, so I build up a cheap army and rush down to fuck them up, get some more land next to the other dwarves.
Meanwhile the AI makes huge armies with really good units and I can't even make my economy work, two armies with shit units is already too expensive to maintain. If I capture something to make more money, I have to stay in it or go forward because you can't make garrison units. I make 144 gold per turn and can't defend my first three cities properly because if I move away, the shit I just left gets besieged and taken instantly.
How the fuck am I supposed to do anything when you can't build troops to protect a city any more? The tiny built-in garrisons can't really do much on their own.

this game is tough. i went to skirmish, and had my units maxed out to 3 gold stars for xp, but i've lost 3 times, as dwarfs, brettonia and chaos, i even made sure the enemy AI had no xp upgrades..

It's going to be DLC. If I remember right it's done this way because of places like Germany and shit. By selling the dlc for cost separately that adds blood the rating is kept down and more markets can be reached
