Blizzard didn't start developing empathy for the Horde until WC3 with the Lethargy of the Orcs. So it's an old as shit retcon and not anything new. The Orcs were designed as the bad guys but Blizzard wanted a bigger campaign for WC3 so they had to have some character development for the Orc race. Kind of like what they did for the Zerg in SC2, adding unnecessary depth for the sake of expansion and adding more characters with the Primal Zerg.

I think you misinterpreted what Tolkien wanted to do. He didn't strife to create a bestseller or the cornerstone for modern fantasy. He mainly wanted to create a universe fo his language, to give it a believable background. Also, he tried to create a mythology, like the old celtic/ norse ones.
The Hobbit and LotR were just nice byproducts made for his children.
