There's two paths, one near Quarry Junction with the Deathclaws and one with the Cazadores that goes straight to Vegas.
But anyhow, FO3 made you be able to go anywhere right away which casuals like because they can just walk through the wastes with the radio on and shoot things. Its pacing and difficulty suffered hugely for it, though, but no-one who likes FO3 cares about that.

But the best mod I ever got was the one that improves bullet crafting, like you can break down scrap metal to brass to make casings, or junk to lead to make powder, then make any bullet. Made using a .308 rifle so much more viable

Looking at the treaty he signed with the NCR it looks like the NCR are the belligerents. They get the dam but have to do without 5% of the output or tax revenue from the casinos. New Vegas was just another area on the map without an NCR flag so the bureaucracy forced the generals to go and try to take it. Courier doesn't need to get involved.
The only dumb part is that House runs the NCR out of town after the war for the Dam. It only serves to hurt them unless he figures that they will try to attack again, which is probably right. He had the high ground in bargaining so I imagine that's why he refused to renegotiate deals with the NCR, if he did it wouldn't have been an interesting game anyway.

I personally like JSawyer, it makes it a lot harder experience but its pretty fun on its own, it returns DR to some items as well as fixes perks/bugs the way the director originally wanted them.
Besides that, I hear Project Nevada is pretty great, and compatible with JSawyer to boot. Besides that, recommend the Anti-Crash mod a lot.

The beauty of the perk system is that it's almost impossible to do that. In NC, with every dlc, you get a handful of 25 perks, not including dlc perks gained from objectives. They're always be one perk you don't have, one thing that you can't max.

NCR withdrawing from the Mojave really is the best thing for them in the long run. While it isn't cheap, House sells them the water and electricity they were fighting over without them needing to actually hold and police the Mojave themselves. He orders the military out but allows civilians to stay, which would include all the traders and Crimson Caravan.
He's also got nowhere else to go for supplies and manpower when he starts to rebuild Vegas and restart industry so a good deal of the money they give him for the Dam's output will eventually find its way back when he starts buying things off them.
And on top of all that, Kimball and Oliver are almost certainly out of a job, giving NCR's government and military a chance to recover from their incompetence and glory hounding and maybe start focusing on internal matters instead of constant annexation.

Wayne Newton was so happy with his role — he had a great time. He’s done some VO work in the past, but he’s never done a video game before. The thing about Wayne Newton is that he’s a professional host. His whole career is built on “everything’s great, everyone is welcome.” He is that guy. Between takes he was sitting around telling Dean Martin stories. He’s phenomenal.
