Caesar's Legion is horrible, slavery, torture. Normal players wouldn't ever hear about the Cut Legion Content and to be fair y'all put a lot of hope that the Legion would have been brought up to the standards of the other factions, it's sorta disheartening really.
House is real rude, very cold, calculating, speaks down to you but treats you well enough I suppose if you go down his faction route.
The Normal person would likely choose the NCR so they'll know the wasteland would be in safe hands when they left and they could have an army to back them up at the damn instead of a few dozen robots who only show up after caesar's boys are dead and only three soldiers are left.

There's not really any good "average" person the Courier could be. Plenty of people from NCR think taking the Mojave is wrong/a bad idea. Anyone with the strength to become a wasteland god would probably have wandered the ruins of America enough to reconsider Caesar's position once he explains himself. Someone who just wants the steady security of being told what to do, or someone who can see a potentially good deal in the making, would side with House regardless of how much of an asshole he is, since they've probably met plenty of business owners just as bad or worse than him before.
People from the wasteland would have markedly different perspectives on the value of life and liberty than we do and, on the whole, would probably be a lot more tolerant of the harsh choices

If you talk to the normal people of the Mojave, they hate the idea of being controlled by the NCR, the Legion, and House. The world has been a no-rules anarchy for a long time, and people aren't ready to give that up so someone can tell them what to do. They just want to be left alone. The exception is Raul, since he's been around long enough to understand how shitty things really are and is willing to support anyone who will make things stable again.
