Gen 4 > Gen 2 = Gen 5 > Gen 3 = Gen 1 > Gen 6
The reason I rate Gen 3 so low is because it was, in my opinion, the start of the a major change for the Pokemon series- in terms of design and story and characters. Gen 4 is the best because it has both Platinum and HG/SS- the best games in the series.
