The Harvest Moon games are all right. Most of it consists of a daily routine of giving the girl an (x) amount of the same items each day. The heart events are quite touching though.

Persona series is pretty great with social links. Fire Emblem's is alright. I'd be interested to know some more too, but I don't know of anything else really that isn't a dating sim.

It gets flack, but I liked how ME3 had relationships with two other games of potential build-up.
Starting the game going into war with your waifu/husbando, rather than the usual declaration of love right before the ending.

I don't think there's ever been quality relationship mechanics in any video games. A lot of games just have you bribing your way into a character's heart or spamming actions that build your relationship with them.
Just like real life.

The witcher series isn't bad. There are a few side quest routes and mainline ones where you romance characters, the frustrating thing is you can only end the game with the canon romance options and not any of the others.
