Base damage of hunting shotgun is 70.
Base damage of lver action shotgun is 48, 60 with Cowboy.
Their rate of fire is roughly similiar, 1.7/sec for hunting and 1.8/sec for lever action, so it's basically the same.
So yes, not only does hunting shotgun outdamage the lever action on paper, it also has lower sread meaning more shots will actually hit the target.

You really sholudn't have any ammo issues, as other Anons said there a traders that sell ammo in thousands.
You are better off breaking all of that 20 gauge down since it has all the components necessary to craft 12 (primers being the most important one) save for cases.
Shotguns benefit from reloading and crafting your own ammo the most.

Why did fallout 4 have to be so goddamn sub-par? Even with tons of mods that improve the game vastly it's not too fun. The gunplay is great compaired to the older games, but everything else falls flat.

So is New Vegas really that great?
I'm 28 hours into Fallout 3 and I was really enjoying it at first, but I've gotten kind of burned out on it. It seems like a lot of the cool survival elements and the wasteland atmosphere kind of went out the window as I got stronger and fucked around with sidequests and stuff that just seemed to involve fucking around in metros and identical office buildings. I just got to Galaxy News Radio and I don't feel like playing anymore. I did the Operation Anchorage DLC also and hated it, I especially hate the Power Armor aesthetic and really hope it isn't necessary in the endgame.
Will New Vegas be more fun? I've heard it has survival elements like requiring sleep and sustenance, which sounds cool.

Survivalist build, survival mode, no energy weapons, no power armor, no AM rifle, and you can only pack 120 pounds at a time, not counting clothes.
Between this and some riot armor, you can get all of the tacticool you need. I ended up carrying around a ton of weapons and all of their ammo, though, because I had an absurd carrying capacity. I was thinking about making a mod for the game but I don't know the first thing about modding.
I want to change the crafting system for bullets. I like the idea of being able to craft gun runner ammo, but I don't like the execution that missing ammo recipe mod has.
I would like it to be more in depth.
Like to craft a pulse slug round I have to actually craft the pulse slugs out of some scrap electronics and some small energy cells, then load it into a shotgun shell, or like the beanbag shot requiring pinto beans or something.
Also like you can breakdown .22lr shells but you can't reload spent ones. Only rebuild from ones you already broke down.
I just don't even know where to start, or even if it already exists.

Literally every new feature added by it that you don't like can be disabled no problem. I actually prefer bullet time to VATS though, I think VATS is too OP while bullet time only adds a slight advantage for a short period of time.
Helmet visors are cool.
Thermal/Night/EMP vision on high tech helmets is a pretty nice feature.
Adjustable zoom on scopes makes sense and makes scoped weapon a lot more wieldy at closer ranges.
Nothing wrong with grenade hotkeys.
Sprint is a good way to make AP useful in more ways than just killing shit.
Greyish and blurry vison on low health is ok.
Literalyl nothing wrong with being able to toggle the stealth boy on and off.
Most of the new items are cool and fairly balanced.
I don't like the whole implant overhaul so I didn't install that part of the mod.
Rebalance doesn't mean anything as the mod gives you the tools to twaek everything to your liking in-game. I prefer to do that in GECK myself though.

I appreciate the effort, but I don't think it turned out particularly well. You just can't replicate the bulkiness of APA without changing the entire skeleton and all animations.

Shotguns are the best for that reason. So many different fun rounds to play with.
Hunting Shotgun is my favorite. Good up close or at a distance, and doesn't feel as overpowered as the Riot Shotgun.

I did, but I got Pack Rat, which made the ammo weigh even less. And when I say I had an absurd carrying capacity, I think it was over 400.I like using different stuff a lot.

Fun fact; hit teams will ignore you regardless of whatever faction armor you're wearing.
If you have Legion assassin's stalking you and you suddenly decide to wear NCR faction armor, they'll stop coming for you even though you're dressed as the NCR.
