The general consensus seems to be that Dark Souls II is like the forgotten step-child of the series. It had a different head executive than Dark Souls 1 and 3, who had the same executive in charge of them.

I think you mean designer. DS2 actually had two lead designers, the first one, Shibuya, ran the game into the ground. Half-way through development Tanimura was made lead designer and had to remake the entire game in half the devtime. I'm surprised it didn't' turn into a complete piece of shit. The DLC was only Tanimura, and it was pretty fantastic, so I guess if he had actually been in charge of DS2 from the start it would've been a much better game.

Yes, SOTFS is the best souls game. People are still salty about what DS2 was at release.
