USFIV was already seen as too impenetrable for newer players, and the size of the demographic that would be interested in Ingrid was smaller than it is now. The new characters at the time were made to be for those who were already into SFIV.
For SFV, none of those things is an issue. The wave 1 was made expecting the game to do well at release, and thus were bringing classics to the table. Now since the casual market already disregarded it at release, and the hardcore SFfags already bought it, they have to reach for an untapped market for their franchise.
