Probably a remnant from the time when the game was going to be much larger and have you going to the moon and shit. You think it's over right before you kill the dragon, then shit gets all fucked and things start to get really interesting as it's only beginning. Then you'd probably have all that stuff with BBI, the other planned islands, the Tower, the Moon, etc. from the original documents but then the game was rushed and all that of course got cut. Sad that we won't ever get a sequel for more of that crazy shit.
