Mei is uncounterable in any close range map (Eg King's Row), she shuts down almost any hero with no escape and then gets a free headshot once they're frozen.

In the hands of a decent player, she is slightly OP. She is too good at too many things.
Should would be acceptable as a 1v1 monster if she weren't also so resistant to being caught out of position. Her wall can block line of sight if you manage to catch her out in the open and her guaranteed heal lets her delay until her team gets there to back her up. Then on top of that, her extra 50 health over the squishier heroes makes her much harder to gib before she can get those abilities off.
She has an amazing skillset for teamplay and being a complete thorn in the enemy team's ass. They should balance her to do that, and reduce her ridiculous solo kill ability. The freeze to icicle headshot combo is too powerful on top of her other abilities. Maybe have icicle deal reduced damage to frozen enemies? Reduce its damage all around but have it contribute toward freeze? Reduce actual damage of freeze?

Design wise? She's wonderful. I usually think waifus are for faggots, but now I kinda understand them now. Thick Chinese Velma? Great fucking job blizz, makes my penis tingle just think of it.
Gameplay wise? Still wonderful. She has great versatility and range. I do agree her health or freeze time could use a slight nerf, and her heal is kinda ridiculous at times, but she's not as OP as people make her out to be.
I think she's a great scrub stomper, but she's easily countered with Windowmaker or Hanzo due to her being a slow target. McCree and Pharah also can counter her easily too with burst damage, which makes her not as great as Leddit scrubs would make her out to be.
Overall, she's a great hero with a 10/10 design.

Horribly broken and almost unbeatable in any map that forces close quarters fights between teams. Her blaster has a significant range and her ult is probably one of the most broken things in the game, completely ignores all shields and is unavoidable (unless you have an escape). There are very good reasons why she is hated. On the flip side, Mei is completely fucking useless in open maps like Volskaya Industries and Gibraltar.

You have to hit 4 out of 6 shots. You need to be very close to bank on that. There is a decent window mei can keep you in to stay in range but prevent you from doing that.

Mei's ult does not take up the entire objective, and can be escaped if your on the outer rim of it. Essentially, it's only effective if your entire team is right next to each other, which they never should be.
