Guys, we're onto something here. Kojima might be thinking about making it in the Noon Universe. Before this thread I didn't even know the Noon Universe, but the similarity is pretty striking. And reading about it in Wikipedia made me stumble upon this.

Technological Advancement
Wanderers are clearly the most technologically advanced race in the Noon Universe. Their scientific know-how easily surpasses that of humans, Tagorians and Golovans put together. Although they are extremely secretive, traces of their technology are found all over the Universe:
Artificial satellites of Vladislava (discovered in 2121 AD) and Mars
"Sarcophagus" (discovered in 2137) on an unnamed planet in the system of EN-9173 (see Stepchildren)
"Everlasting machines" on Saula (discovered in 2141)
Artificial tactical satellite of Ark (discovered in 2161)
Assumed deportation of local population of Hope (discovered in 2162) and consequent hunt of the remnant population
Assumed involvement in genetic enhancement of Tagorian race (exact date unknown).

After much investigation, the UEs are discovered to be the work of a secret society called the Ludens. They claim to have chosen this name for themselves as a derivative of the Russian word lyudi "humans", "people" with several semi-jocular allusions such as the popular Latin phrase Homo Ludens "the Playing Man" and an anagram of the Russian word nelyudi "inhuman people" (as they believe they are regarded by some "ordinary" humans). The Ludens are born human, but possess latent mental powers far beyond those of normal humans. They view themselves as a distinct race, and claim to have "different interests" from humanity at large, in some instances claiming to be above traditional human morality. The Ludens routinely conduct experiments on humans and alter their minds in order to further their own means.
Kammerer and Glumov's investigation unmasks the Ludens, and they are made public in what would later become known as "The Great Revelation". It turns out that Glumov possesses this capacity, and must now decide whether or not to become a Luden himself. He at first states that to join the Ludens would be a betrayal of his family, friends, and human civilization. But he decides to try it out, if only to serve as Humanity's "ambassador" with them. Soon all contacts with Glumov are lost, Kammerer hypothesizing that he "just forgot about us now". Indeed, the story is told as Maxim's memoir, his sole intent in writing it being to clear up the story of Glumov: another source (in the fictional setting) had implied that Glumov was in the Luden group all along.
Ludens are born human, but possess latent mental powers far beyond those of normal humans. These abilities (referred in the text only as the Third Impulse System) can be activated and developed, a process that takes several years. It is not clear from the book who initiated the first Luden.
Ludens view themselves as a distinct race, and claim to have "different interests" from humanity at large, in some instances claiming to be above traditional human morality. according to Daniel Logovenko in "The Time Wanderers", over ninety percent of Ludens have no interest in humanity.
At the time of their discovery by Maxim Kammerer and Toyvo Glumov, the Ludens on Earth numbered 432. The discovery of the Ludens caused such a shift in human understanding that it was thereafter referred to as "The Great Revelation".
