Sprites were expensive as hell to make, were sub HD (wouldn't have looked that good as one would think), botched movesets, some of the characters just looked off in XIII in addition to Oda saying they couldn't find enough talented sprite artists and people who would keep up with the schedule. Their '98 stances are way better and show way more character honestly and both work well with their movesets. Mature's is more playful and flirty which goes well with her character and contrasts with her fighting style. Vice's looks feral and animalistic which reflects more on her cruelty.
It's something that's completely lost when you give them the '96 Generic Fighting Game Stances which honestly do seem like placeholders since they weren't finished until just before release. The '98 versions of characters have way more thought and effort put into them which is reflected in their stances.

Local publisher's job is to get the game to store shelfs on the area they are responsible.
Sometimes they also handle translation, but mainly they make sure that ratings stuff is in order and they handle getting the game out there, that's it.
PC port is something that the developer is responsible of. Sure they can outsource it, but still publishing is way different thing and has nothing to do with porting the game.

No you need to redesign every character if you go for cell shading, it's a choice in art direction, you can't just apply a shader to the current designs, they're too intricate and it would look like muddy shit.
Also considering this is their own custom engine it probably wouldn't be easy to implement the kinds of lighting necessary for good looking cell shading effects.
Then on top of that they'd need to redo every single stage and other asset in the game to fit this new direction.
