Yes and yes, you should always use Swamp, Witch, Sage, and either Fire or Dark Clutch rings depending on if your using a normal or black pyro.

Ring effects stack as long as they're not identical rings themselves (including + variants)
Sage Ring affects all magic types, DEX also makes cast speed faster
