Most big companies like to just sit on things even when they aren't using them. As far as they are concerned it's still a resource they have and their competitors don't, so if they ever do decide to use it again it'll still be theirs exclusively.

You mean japanese companies, western devs like Crytek and Epic literally sitting their ass off and doing nothing while their engines selling like hotcakes

Because they already kicked out everyone who knows how to use it and their internal documentation is not usablr by third party. There isn't much money in licencing engines because of competition. Cryengine has to be given out for free just so anyone would use it.

Making an engine is one thing, but licensing that engine is whole new business venture in and of itself. There's a reason why even in the west there aren't really that many companies that seriously specialise in it.

Asking why some company doesn't license their engine is like asking why a particular restaurant doesn't do catering or delivery. Just because they made the thing doesn't mean they're equipped to distribute it and support it properly.
