I doubt they have any sort of guidelines for it, should be hard set by the fed, lets say 5 years of therapy before any talks of hormone replacement comes up.
If you do research on it you'll find a lot of people who are thankful to have gone to a real psychologist that helped get over mental issues when they thought they were trans instead of just pumping them full of HRT and calling it a day
