5 was a complete disappointment, and I'm talking gameplay. Story was always bad. The gameplay took the surprising, weird gameplay of MGS series that was full of crazy moments, boss fights, set pieces, and turned it into an open world Far Cry like game where the only thing you could do was infilitrate somewhere, fulton out something and go away yourself.

MGS 2 was disappointing, but it's still a million times better than MGS 4 if you ask me. It has more and better gameplay (Let's not forget the VR Missions) and the story is actually pretty good.
By comparison, MGS 4's gameplay is nearly non-existent and the story is retarded beyond belief and ruined the rest of the series, not to mention it's shoved down your throat.

From best to worst:
3 - The best balance of everything from gameplay to story. Some annoying or unneeded mechanics like the first aid system.
2 - Improved gameplay from 1, really interesting story, but some frustrating parts and weak bosses.
1 - the most challenging sneaking, good story, good bosses, some very annoying parts near the end.
4 - Improved gameplay, but it gets buried under all the cutscenes. Still, varying scenarios, nice bosses and a decent closure to the series.
GZ & V - The best gameplay, but missions get repetitive quickly. Boring management, abysmal side content, and bosses are practically not there. Story is extremely weak, and a horrible conclusion to the series
PW - Pretty much the same as V, but on a smaller scale. Side missions are much better though

It's not about the number of cutscene hours, it's about the number of gameplay hours. MGS 4 has like 3 when you count anything that is actually fun. And those 3 hours are obviously soured quite a bit when they're like 20 minute long scenes suffocated by tons of 30 minute shit cutscenes with a terrible story.

That's why there is a category for level design, you kiddo; 4 has really good gameplay, Snake controls in a godly way, and all the gear you have at your disposal is amazing. But it has no chance of being put to use thanks to the way each chapter is structured.
And I give it a prop because the story managed to give closure to the series, while the story of V is even worse, and the one of MG is just plain bad.

I liked that it was all small rooms and you had to figure out how to pass through them, one at a time. It felt more "arcade" than MGS3 for instance. It's got a pacman vibe, if you will.
I agree with many of your complaints however, the thing I remember the most about MGS2 was the tanker section. It was probably the best part of the game and it's the prologue.

After Kojima made that Patriots clusterfuck in MGS2, I can't really blame him. The series should have ended in MGS2 as he wanted.
The story is really flawed, especially because of NANOMACHINES, but it had its moments.
And yes, by the time Big Boss had his last cigar and the real credits began to roll, I felt some pretty good closure.
